The fender may have come with the forks? So that may be a clue if anyone recognises the forks?

Is it just me, or does that fender look like it's actually a pair that have been joined to make it wider?

if it was a fender modified? I see the 16-inch wheels front and back, just like the montjuich.

Nah, com'on Carlo, who in their right mind would modify a Montjuich part?! :o
Reckon it could be off a Laguna Seca, but more probably a 89 Sport or Paso. They've added a top brace too.
